Illinois State Board of Education (ISBE) - Educator Licensure Information System (ELIS) Account
- All Illinois State University teacher candidates must have an ELIS account for licensure.
- It tracks your test scores, degree(s), endorsement(s), and personal information for the ISBE and future employers.
- You will not be licensed by the ISBE without an account containing all required tests.
Create an account - read directions carefully
How to create an account will be covered in your PBA Orientation.
- You will need your Social Security Number, address, phone number, and e-mail.
- Set Up an ELIS account with the ISBE.
- Write down your login name and password to remember it.
- Once you create an account you will be assigned an Illinois Educator Identification Number (IEIN).
- This will be yours throughout your education career in Illinois.

Fixing an incorrect ISBE application
Students should not apply for a Professional Educator License (PEL) unless entitled directly by ISU and informed to apply by ISU licensure staff. If you incorrectly applied early in your ISBE ELIS account, this will block ISU from editing your account for future licensure. To fix the error, ISBE requires completion of form 95-10. Click the form link and complete the fields. For reason, mark that you applied for a PEL, but I am going through an entitlement program. Then e-mail the form to ISBE per instructions.
Merging two accounts
If you should have two ELIS accounts in your name (usually caused by use of an incorrect Social Security number) they need to be merged into one account with these steps:
- Complete the Licensure Update Request, form 73-71. Be sure to include both Illinois Educator Identification Numbers (IEIN) from your ELIS accounts. If unsure of these numbers, the Teacher Education Center staff will assist you.
- E-mail the form to licensureforms@isbe.net.
- E-mail roe@isbe.net stating that the accounts need to be merged. Include in the e-mail your name, the account numbers, the error, and that the 73-71 form has been emailed.
- After receiving your notification, the ISBE team will complete the ELIS account merge process. ISBE will not be storing Social Security number information after completing the process.
Seal of Biliteracy - linking proof to ELIS account
If you have met the ISBE requirements for the State Seal of Biliteracy while in high school, you can waive the target language proficiency exam required for bilingual education (language specific) or the foreign language exam required for teaching the specific foreign language. To prove you earned the seal, it must be uploaded into your ELIS account via the additional credentials tab. Then send a clear picture of your account (showing the seal and your name) to teacheredcenter@IllinoisState.edu.
If you have met the requirements of the Seal, but it's not in your account, contact your high school to have them send proof of earned Seal of Biliteracy to biliteracy@isbe.net.(ISBE instructions for schools).
